The colony of Jamestown was established as a settlement between the years 1606 and 1607and was characterized by the collective ownership and management of land . According to the established charter of 1606 , every settler the total land products are to be equally shared among all settlers despite an individual 's amount of contribution . This is seen as the greatest promotion of dependency and attributed to be the greatest cause of deaths from starvation and of the spread of diseases . The settlers starved waiting for their counterparts to till the lands and plant . During this time the settlers fed on hunted wild animals which included raccoons and turtles . It took the realization of a visiting governor , Governor Thomas Dale of how serious the situation was for the charter to be amended .
