Emergency incidents arise without warning . At times , they involve people who are either hurt or injured . Thus , managing these emergency incidents weigh heavily on emergency personnel . Since they cannot keep these incidents from happening , certain systems are developed in response to emergency incidents

ICS was developed as a response to managing wildfires during the 1970s During this time , emergency managers were faced with a number of problems which hindered them from responding to the incident . The problems include the following : 1 ) lack of reliable incident information 2 ) inadequate communications 3 ) lack of or unclear incident objectives and 4 ) many people reporting to one supervisor . To solve these problems , a standardized emergency management system was developed . However , it took years and extensive field testing .
