Employee surveys , marketing research , and labor market forecasting are among the tools used for this purpose . To evaluate existing programs . Evaluations of training efforts , community action programs , and the like , fall under this heading . To provide technical knowledge . This may involve contributions from basic research in various disciplines , such as biology , metallurgy , or the social sciences
