The ability to of man to facilitate and create information has been
described in the article . This gradual shift can be characterized from
the way information is disseminated from a private and selected few to a
form that is enjoyed by everyone regardless of their race , gender and
social status . It is in this area that public relations and information
gets into the picture . Seeing this , it has not only transformed the way
information is passed but also creates an alternative way of how things
are presented contrary to the original standard - rationality and logic .
The article points out the way information has evolved and how the
theorist Jurgen Habermas have pointed the gradual shift of media 's
capability to provide valued information that is not tainted by
different beliefs , values , and pressures from groups , organizations and
the government . ``The media 's function changes as they increasingly
become arms of capitalist interest , shifting towards a role of public
information further and away from that of information provider (Webster , 1995 , p .104 )
Seeing this kind of argument , the author elaborates on different forms
of media and how it has constantly shifted from providing information to
the creation of public information campaigns . Among the examples of
public service institutions showcased include (1 ) radio and television (2 ) public libraries (3 ) museums and art galleries and (4 ) government
information services . Though each category may prove to be an important
instigator of information in the past , each of them also underwent
gradual changes especially in the dawn of public information and
technological development .
First , the article elaborated on the way radio and television has been
subject to changes brought about by public relations . The example given
by the article illustrates the case of BBC and its efforts to facilitate
information amidst the challenges posed by different actors in British
society . However , their actions seem to also manifest a continued shift
in information management . This was brought about by several external
factors that have been eminent in the years that progressed . ``If
broadcasting 's public service rules set it to some degree apart from
commercial imperatives , then it is important to say that this does not
mean it has been aloof from outside pressures , able to operate , as it
were , in the capacity of dispassionate and free-floating information
provider (Webster , 1995 , p .108 )
Such can also be seen in the way libraries and art museums have at
first provided the mechanisms for information . But as time progressed ,
these two institutions have also been influenced by many external forces
that made its overall function facilitating information , difficult .
These external forces include (1 ) funding (2 ) sponsorship , and (3 )
fees . Such forces contribute to the decline of the facilitation of free
information and at the same time limiting to the public the amount of
information that is only marketable and feasible to the eyes of patrons . Another factor elaborated in the study concerns government information
