Introduction

Managing complex projects were the primary concern of project management through planning and scheduling of a project the work breakdown structure should be develop . Identifying the activities to be performed in the project is a must and each detail of activity could be broken into its most basic components . Developing a network plan is also a necessity in project management network planning is a technique that helps

in planning scheduling , and controlling projects that consist of many interrelated activities . There were two (2 ) network planning techniques program evaluation and review technique (PERT ) and the critical path method (CPM ) enable to determine what needs to be done , who will do it , how long it will take , and how much it will cost- project objective should be achieve through careful planning and controlling Knowledgeable to use the primary tool or technique known as Program Evaluation and Review Technique (PERT ) therefore determines where the greatest effort should be made to keep a project schedule . PERT consider to be one of the methodology for planning , scheduling , and controlling projects (Tobis , 2002 . Its big advantage lies in its extensive planning and its ability to evaluate the effects of changes in the program it can also help to evaluate the effect of a deviation in the actual time required for an activity from what had been predicted

PERT allows a large amount of sophisticated data to be presented in a well-organized diagram from which contractors and customers can make joint decisions and is basically a management planning and control tool It can be considered as a road map for a particular program or project in which all of the major elements (events ) have been completely identified , together with their corresponding interrelations (Kerzner 2006

Constructing PERT chart is to determine how much is needed to complete the project therefore , uses of time as a common denominator to analyze those elements that directly influence the success of the project namely , time , cost and performance . There were two inputs that the construction of network requires first , the events should represents the start or the completion of an activity and the second is to define the sequence of events as the standard PERT nomenclature (see illustration , source : Kerzner ,2000 According to Lee and Large (2006 , the framework PERT and CPM has six identified commonalities they both define the project and all of its significant activities or tasks , develop the relationships among the activity decides which activities must precede others , draw the network connecting all of the activities , assign time and or cost estimates to each activity , both can compute the longest time path through the network this is called the critical path , use the network to help plan schedule , monitor and control the project .
