It involves preparing oneself for disasters in advance , disaster response like mass decontamination , quarantine , emergency evacuation , etc , along with sustaining and reconstructing society after man-made or natural disasters . It is a continuous process where individuals , communities and groups deal with hazards in to completely avoid or amend the negative affects of disasters caused by hazards . The actions that are taken partly depend on the perceptions of risk of the victims
