How good is the evidence

The evidence shown in the memo to prove that leadership development program is a waste of money is not sufficient and is clearly a personal observation . Ms . Khali is likely to be biased because she might be more focused on recruitment than training and development . She could have presented more evidences to prove that leadership development is not worth spending for and that recruitment is more important than trainings . Likewise , there is also no enough evidence behind the reason that the company has been prosperous and has experienced growth even without leadership development . That reason seems to be more like an opinion rather than evidence
