The heads of state and the government of the European Union signed the Treaty of Lisbon on the 13th of December 2007 , at Lisbon , the capital of Portugal . The fundamental objective of the treaty was to introduce a new voting procedure in the Council by reforming the existing procedure and thereby streamlining the decision - making process of the European Union .
