The concept defined for UN peacekeepers by the United Nations is for the creation of sustainable peaceful condition in conflict torn countries inclusive of monitoring and assistance in confidence building measures power sharing facilitation , electoral assistance , rule of law strengthening , promoting economic and social development and harmony etc . While peacekeepers are usually soldiers but they can also be consistent of various categories of civilian personnel and while armed they are not required to engage in combat

Besides the United Nations , there are also other authorised peacekeepers like the ones mobilised by NATO in Kosovo , the Multinational Force and Observers in the Sinai Peninsula etc , but in comparison to the United Nations peacekeepers their reputations have not been tarnished

Peacekeepers were for the first time mobilised by the United Nations during the Cold War for resolving conflicts between states through deployment of lightly armed military forces from different countries to areas where parties in conflict were in need of a neutral stabilising force to observe and maintain peace . The ending of the Cold War in 1991 brought major changes in the methodology of United Nations multilateral peacekeeping with renewed vigour and spirit for co-operation with larger and complex UN peace missions for implementing comprehensive agreements between protagonists in civil wars and state wars
