I think Rama can be characterized as a very weak and too liberal ruler . Rama did not function himself as a king and , instead , entrusted his administration to his brother , Bharata . According to the Ramayana , the daily life of Rama was divided into two parts : from morning to forenoon and from afternoon till night . When he got tired of the Zenana , he went the company of court jesters , and vice versa . In the Zenana , Rama established a park , where he used to have his meals . It was a regular course of Rama 's life , which suggests nothing from the image of a busy and preoccupied with public service governor Moreover , Rama did not follow the ancient rule of all Indian kings and did not attempt to hear and to redress the wrongs of his subjects .
