Education - No Child Left Behind Policy

The No Child Left Behind Act of 2001 (NCLB ) is a federal law of the United States of America which reauthorizes several number of federal programs which aim is to improve the performance of primary and secondary schools in the United States . This is through increasing the standards of accountability for states , school districts , and schools as well as giving the parents the freedom and flexibility to choose the schools which they deem suitable for their children . In addition to that , it also focused on the

promotion of reading for the children , as well as paved the way to reauthorize the Elementary and Secondary Education Act of 1965 . The No Child Left Behind Act was passed on the House on May 23 , 2001 and reached the United States Senate on June 14 2001 . The act was then signed into law on January 8 , 2002 , just a few months after reaching the Senate

The No Child Left Behind Act is the latest legislation which endorse the theories of standards-based education reforms or what was before known as the outcome-based education the basis of this is the belief that through high expectations and high standards , the children in school would be successful , more productive , and more competent . With this act , the states are required to develop assessment tests for the basic skills which would be given to all the students from certain grades , if those states wish to receive federal funding for the schools This doesn 't mean that the act asserts national achievement standard Instead , the states are the ones who set the standards in compliance with the Tenth Amendment to the U .S . Constitution , stating that the powers which are not granted to the federal government are reserved powers of the individual states . It is up to these states to set their own standards

In to comply with the No Child Left Behind policy , schools have to make necessary changes in their system . One of this is through the improvement of teacher quality , wherein all of the teachers must be highly qualified . A highly qualified teacher must have fulfilled the state 's certification and licensing requirements , as well as obtained at least a bachelor 's degree and has demonstrated their expertise in the subject matter that they are going to teach . The subject matter requirement can be fulfilled by the teacher through a state-imposed high objective uniform standard of evaluation , where both experienced and new teachers can demonstrate their skills

As for student testing , the progress of the students coming from the public schools are going to be gauged annually for math and reading in grades three to eight , and at east once during their high school years There would also be testing for science of students coming from grades three to five , six to nine , and from 10-11 , by the end of the 2007-2008 school year . These assessments are a necessity in for these public schools to receive federal school funding...
