In the history of the United States economic regulations on international air and water carriers has moved from a very stringent system , to a more deregulated system . This does not mean that there are no economic regulations , but the focus has changed in the sense that the regulations are more decentralized , but not gone

have seen the biggest change in economic regulations . In the early 1900s the United States regulated how much these carriers , both domestic and international , could charge in fares and fees for passengers and freight . While tariffs are still decided by the government but are founded in the regulations of the International Air Transport Association (IATA . This is often times considered to be price-fixing , because the rate was decided by industry leaders that were member of the IATA , but the United States agreed to go along with the rates , even though the Anti-Trust Act said price fixing was illegal .
