The President chairs the two meetings of Domestic Policy Council and the National Security Council , which is the principal forum for considering foreign policy matters . The National Security Council was established during the time of President Truman through the National Security Act of 1947 (Public Law 80 which was approved on July 26 , 1947 ) and was further amended by the National Security Act Amendments of 1949 .
