Developments can never be a politically neutral process . Starting from the planning process , development planning is a community activity that can not be done without the government being involved therefore it is necessarily involved in politics . The government has to sustain development planner for them to start working . However , without the government controlling them , they cannot even start working . Politics would generally be defined better as the art of the impossible given that there is no political proposal the ever seems to remain intact Nevertheless , development has to come into contact with political reality . At times popular enthusiasm can prevail over some political opposition given that popular enthusiasm is usually perceived to be political on its own .
