The United States Department of Agriculture or USDA is under the jurisdiction of the United States Federal Executive Department also known as Cabinet Departments . The Cabinet includes the Vice President of the United States and the 15 Secretaries of Executive Departments It is under the authority of the Head of the Executive Branch in the person of a President . As written in the Reorganization Act of 1939 the President of the United States make the Executive s reorganization plans and legislative initiatives to

reorganize the Executive Office to make its composition compatible with his administration according to his goal , interest , and governance . This includes appointments of the head and sub-heads of each department , and nominations wherein Senate confirmation is required . Political appointments of the President do not require Senate approval Meanwhile , Charles F . Conner administers as the acting USDA Secretary following the resignation of Mike Johanns last September 20 , 2007 . He will be serving until the Senate confirmation to the recently nominated Edward Thomas Ed ' Schafer will take effect and become the 29th United States Secretary of Agriculture . The nomination by President George W Bush is held and announced last October 31 , 2007

History , Goal and Function

United States Agricultural Department was established by Abraham Lincoln on May 15 , 1862 as a people 's department , but was formally elevated in a Cabinet level on February 15 , 1889 by Grover Cleveland USDA is formed for the sake of the farmers , ranchers , and farm foods manufacturer with the aim to provide leadership and execute the best policy applying efficient management and modern technology

To function well , United States Department of Agriculture created a framework that is comprised of varied proven strategies such as expanding markets for agricultural products and support international economic development , further developing alternative markets for agricultural products and activities , providing financing needed to help expand job opportunities and improve housing , utilities and infrastructure in rural America , enhancing food safety by taking steps to reduce the prevalence of food borne hazards from farm to table improving nutrition and health by providing food assistance and nutrition education and promotion , and managing and protecting public and private lands working cooperatively with other levels of government and private sector
