Delivering effective instruction in the English language has been more timely than ever . Just in the United States alone , Drucker (2003 reports that as per figures released by the U .S . Census bureau , there is a foreign population of 31 .1 . million at the turn of the century . This comprise 11 .1 of the population and is actually 57 more than the figures a decade ago from 2000 . If one would survey classroom across the

br United States , one would find English Language Learners who are studying to speak , read , and write in this foreign language to them . However , the National Center for Education Statistics say that this has been a big challenge for them as 41 of the three (3 ) million public school teachers who were surveyed reported that they have limited English proficient students (LEP . Furthermore , only 12 .5 of them do receive training to empower students in their new language for at least eight hours

Actually , reading - as Drucker (2003 ) pointed out - whether it be in a first language or second language resemble one another . For one , those who are proficient reading in their first language usually apply the strategies such as skimming , guessing in context , and reading for just a general idea of what the text is all about like those who are already successful English language readers . However , she cautions that it would be incorrect to assume that there is a one-to-one correspondence between reading techniques in the first and second language . This is just one of the many intricacies of teaching an English Language Learner . In this , these intricacies will be examined and recommendations for increasing effectiveness in instruction will be covered as well
