Some experts argue that people have been punished as an attempt to change conduct and deter crimes for thousands of years , with very little success yet , crime still continues to be prevalent in modern societies . An effective sentencing paradigm which has functioned well is a system of placing offenders in job skills training programs and education which gives these individuals legitimate options to contribute to society upon release from custody (Glaser , et al , 2003 , thereby reducing the occurrence of recidivism overall .
