Costa Rica is a Latin American nation referred to as the Republic of Costa Rica it covers over 19 ,000 square miles and its population slightly exceeds 4million naira . The capital is San Jose while the official language is Spanish . It is basically a tropical /subtropical nation with a short dry season and a long rainy season . The most important information about this nation that concerns this discourse is the fact that it has one of the highest literacy rates among contemporary nations in Latin America this rate

is estimated to be at about 96 . It was also one of the first countries in the world to make education free and required for all children . Primary and secondary education is free , and attendance is compulsory between the ages of 6 and 15 . In 2000 , over 500 ,000 pupils were enrolled in 3 ,711 primary schools and 256 ,000 students attended public and private secondary schools

The implication of the free education policy and its concomitant result of literacy is the impact it has on the standards in class , the quality of learning and teaching materials and administrative skills which has to be combated as a result of the large number of students enrolled .
