THE CONCEPT OF PRIVATIZATION

The concept of privatization is one of the most relevant to be discussed because it entails so many issues affecting human services . It has something to do with the services a government caters to its inhabitants and how these services are being distributed . Since this is a very broad term , we need to understand the as simple yet intellectual as we can so that there will be no misunderstanding of concepts . In this , it is expected that a definition of privatization will be given . After that a discussion

on its capacity to change the trend of human services will be cited . Besides , we will then know what human services are becoming privatized and its potential advantages and disadvantages

Basically , privatization is the transfer of assets or service delivery from the government to the private sector .1 Privatization as we all know runs a very broad range of conceptualization as it sometimes leave very little involvement from the government . It also involves with partnerships between government and private service providers wherein the government is still the dominant player . To define it merely will give us the idea that it is really difficult . Practically , this is the process wherein there is a shifting of the production of goods and services from the government to the private sector by selling government assets . In a most narrow sense , privatization do not mean contracting outside the government but technically divesting government function . It is related to the fact that it is exposing the operations of the government to the pressures of the marketplace . That would necessarily means the contracting out of janitorial services at a federal building to selling off the Naval Petroleum Reserve .2

However , the broader definition of privatization also includes a wide range of public-private partnerships such as voucher systems . Even the virtual creation of federal corporations , semi-government corporations and government-sponsored enterprises is often d under the general category of privatization . These arrangement is often regarded as complicated because it is difficult to tell where government ends and the private sector begins

Privatization changes the trend of human services . In fact , people will even prefer that the distribution of government services will remain to be spearheaded by the government . This is because the result of privatization will lessen the services given while the cost will become expensive because of the wider involvement of the private sector . The basic purpose of the private sector in giving services is to get profit while the government provides for constituent and ministrant functions There will be a series of production cost and payment increases due to privatization so that human services will become hard to reach
