Community policing ensures that they are facilitating a good communication between the officers and the people in the community in to create and maintain a healthy community . The Law enforcement 's first priority was to respond to crimes and to assure public safety . But many of the enforcement agencies are dealing with unfamiliar languages as they work to guarantee the safety of the people and to maintain a good relationship within the community . Law enforcement officers cannot perform their duties well when they are unable to communicate effectively with the people in the community that seeks their service . Language is one of the barriers in Law enforcement for community policing . A language barrier creates communication break down that hinders police officers to gather evidences and provide protection . This barrier makes it harder for law enforcers to solve offenses and crimes in a certain locality . This is really a big problem that law enforcers are encountering as stated by one police officer Language discordance is our biggest challenge when serving the Hispanic community (Rahman Kashu , 2007 . Language barrier makes it very hard for police officers to get their work done and can even put their lives in great danger

According to the Department of Justice Office of the Community Oriented Policing Services ' At the core of community policing are partnership and problem solving , but those essential elements can be hindered if law enforcement is not able to communicate with the growing diverse population in this country (Rahman Kashu , 2007 . In to have a safer community , it is important that we recognize the need of improving the communication and interaction skills of our law enforcers . By developing the communication skills of law enforcers , police and community relations will also be strengthen . Trust will also increase and public safety problems will surely be addressed

People who are experiencing community-based problems know that such problems must be properly solved . Regarding such matter , several problem-solving models had been made . The SARA problem-solving model is one of the most popular models in the field of community policing that tries to identify the problem as well as the possible causes in to establish a long-term solution . The four critical components stand for Scanning Analysis Response Assessment . Scanning is about identifying the issue .
