Increased accountability for school systems , using standardized tests to measure progress is the main focus of NCLB . NCLB was also designed to increase local control , and flexibility . NCLB is a noble cause , but the federal government fell short in implementation

by not fully funding the bill Further , the goals of the bill are not necessarily adequate to increase the quality of education for all students and may actually increase disparity between students . Today begins a new era , a new time for public education
in our country . Our schools will have higher

No Child Left Behind (NCLB ) is an education act , based on four basic principles : stronger accountability for results , increased flexibility and local control , expanded options for parents , and an emphasis on teaching methods that have been proven to work . The No Child Left Behind Act , signed by President George Bush on January 8 , 2002 , was designed to provide new funding to states in their efforts to close the achievement gap . The Act is based on a premise of equity among student populations and seeks to provide quality educational programs to all disadvantaged children . NCLB was created on the belief that low achievement may result from programs that are inferior , where instruction is delivered by inadequately trained , or uncertified teachers . With a focus on state standards , NCLB insists that schools hire only appropriately trained and certified staff , develop , create evidence-based program initiatives , and achieve measurable results NCLB is a strong step towards assuring equitable school outcomes for all children . But the goals of NCLB , while well-intentioned , may be difficult to achieve as find themselves identified as needing corrective attention , but lack the resources needed to produce desired changes NCLB looks good on , but is not producing results and without adequate funding , cannot produce results (Donlevy , 2002
Adequate annual progress must be demonstrated by all schools Assessments must be aligned with state standards so that such progress may be measured . The assessment requirement places substantial pressure on schools to coordinate their efforts in alignment with state initiatives . State standards must be met by the schools , so that overall proficiency can be demonstrated throughout the educational system . If schools do not demonstrate annual progress over a two-year period , schools will be required to develop corrective action plans . If corrective plans these plans do not bring about desired changes additional changes may include a complete change of school staffing comprehensive curriculum renewal , school-wide restructuring or state takeover (Donlevy , 2002
