Piracy or copyright infringement is one of the most recent issues of global importance being tackled by world governments , particularly the Group of Eight or G8 composed of powerful nations in the northern hemisphere , such as the United States , the United Kingdom , Russia Japan , Germany , France , Italy , and Canada . With the unprecedented technological innovation and the ever-expanding global trade , the G8 members saw the need to adopt a plurilateral trade consensus that would address the worsening problems of piracy or copyright infringement

to intellectual property rights is the Anti-Counterfeiting Trade Agreement (ACTA ) proposed by four developed countries composed of the United States , the European Union Japan and Switzerland in 2007 . The first step was the plan to negotiate ACTA with several countries like Canada , the United Arab Emirates Singapore , Morocco , Jordan , Mexico , New Zealand , South Korea , and Australia (Geiger 2008 . The proposal came after the Organization for Economic Cooperation and Development reported that the actual value of counterfeited products per year was roughly USD200 billion , a figure that is equivalent to two percent of the global trade
