Currently pending legislation is the amendments on the Indian Health Care Improvement Act of 2007 (S 1200 ) as of February 10 , 2007 . The act was originally proposed by Senator Barabara Mikulski of Maryland , Norm Coleman and Amy Klobuchar of Minnesota on

October , 2007 and is scheduled to be fully implemented by March , 2008 . This is a federal act that will target the cost of health services to the entire Indian population by state . The act will benefit and provide a positive impact on Indian Health Care delivery system and programs which would work likewise to prevent certain states from reducing payments to health care providers that in the past has produce negative effect on the delivery of care provided to the marginalized Indian communities

Summary of the Act

The legislation allows room for changes in the Medicaid Program affecting the Indian minorities . Our health policies have been virtually mum on the likelihood of incurring high heath care costs especially on the underinsured individuals . The marginalized sectors particularly the ancestral tribes incur debts when paying medical bill excesses otherwise uncovered by Medicaid . The change however proposes an exemption to Indians from paying premiums for certain types of services while permitting the Indian health Services (IHS ) to receive Medicaid payments for services rendered in arranged and managed care settings . The legislation will increase by 9M in 2008 thereby accruing a increase revenue despite the fact that Medicaid spending will increase in man states for the allowed periods . The private sector will likewise be unaffected as the estimated cost will be charged to the federal government

The current law already prohibits Indian health programs from charging cost sharing to Indians who use their services ' as per Congressional Budget Office , 2007 . In fact this bill shall prevent the New Medicaid rule . This bill shall work to pay for the improvement on the facilities used by the Indians and their respective tribes . Indians in the current rule are forced to cover the extra costs because Medicaid prohibits cost sharing of services . While many states charge minimal fees to Medicaid enrollees , Indians as Medicaid and IHS users were highly affected with the law particularly for those who require long term services while overshooting the minimal amount covered in their service . Under the new law however , Medicaid programs would be prohibited from charging premiums of other cost sharing of premiums to Indians for services provided directly or upon referral by Indian health programs (Sec .5 CBO ,2007
