Introduction Impairment of a driver is normally regarded as a reduced ability to perform adequately the different elements of driving task ' this is usually caused by a number of factors which includes consumption of alcohol , use of drug , injury , ingestion , fatigue , age or combination of the above factors . Many studies show that alcohol drinking and illegal drugs are the major factors which contribute to impairment driving Impaired driving is a serious problem however a lot of past and current evidence indicate that impaired driving offence is a sign of a bigger

Many of the offenders convicted of impaired driving are not first offenders Thus , the efforts of reducing and ultimately ending impaired driving offences have to target the social attitudes and acceptance of driving while impaired (Kruse , 1994
Proposal
Impaired driving is a crime which is not acceptable , bearing in mind that most cases are brought about due to drinking of alcohol and drug use the proposal aims at reducing the level of the offences being committed due to impaired driving . The program also is a self assessment which can be assessed and reviewed (Kruse , 1994
Impaired driving offenders are today a central public safety in the country . Many people are arrested and convicted because of impaired driving which is mostly attributed to drinking , drug use , age and so fourth . It is important that there is a proper correctional program which can be used to try and correct the behavior of the offenders while convicted . Though , the laws put in place are tough , the numbers of offenders continue to increase , this calls upon a comprehensive program that can be used to reduce the increasing number of offenders . While laws provide deterring effect , correctional measures of offenders will also help in reducing the number of cases of impaired driving Correctional measures will have to involve counseling and probation education and treatment (Kruse , 1994
Impaired driving is a complex social issue that cannot be solved by laws only , which do not address the social aspect of impaired driving Many people who are convicted of impaired driving are reported to do so because of alcohol or drug taking which is as a result of social problems they face in their lives which range from unemployment poverty , broken families and many others . Hard court sentences on impaired victims have not reduced the number of people being convicted due to impaired driving (Kruse , 1994 )This goes on to imply that , the problem has to be looked from another angle . The best way of reducing accidents and loses and injuries that arise from impaired driving can be through counseling of the convicted drivers on the dangers of their behaviors so that when they finish their term they can avoid behaviors which can lead to them being impaired . This can be implemented through counseling , education , participation and rehabilitation (Kruse , 1994
