Introduction

As we usher into the new millennium , global environmental pollution and the related climate change remain the single most challenge to the world . In deed we can argue that global warming is one of the greatest problems that the world is facing the 21st century . Since the mid last century , there were several changes that were taking place in the world In the 1970s , the world began to experience changes in

the environment especially the changes in climate pattern which plunged some countries in unending drought while others have been washed away by floods Although climate changes were first noted in the late 19th century , the issue did not attract the attention of the world not until a century later when it became clear that human factors could be held responsible for increased deterioration of the environment . Since then there have bee efforts to deal with the issue although there has not been complete response and willingness from government as was demonstrated by low rate of ratification of the Kyoto protocol which had been agreed on as the most efficient way to deal with climate change . The current UN Secretary General Bank Moon has commented that the situation is grim and urgent action is needed (Gutierrez , 2008 .
