It is a cardinal fact that wars have broken ever since the emergence of human beings on earth and , they have become an essential part of history of all times . Sometimes they have been limited - being local or regional , and at other times , they have taken the form of massive mass destruction . In the modern era , we have already witnessed two global wars which

have been fought within an interval of only twenty years Thus , war has always been a serious challenge to peace and harmony and now it is considered as a menace to human civilization for its destructive and devastating effects

As Clement observes , the term war is generally applied to armed conflicts between population-groups considered as organic entities , such as races or tribes , states , economic classes etc (Clement 110 . In simple words , war means violation of peace and acts of armed conflicts The encyclopedia of social sciences has defined it as an armed conflict between states that legally enjoy unlimited sovereignty (Vol 14 , 331 . In the view of Guilmartin , War is the use of organized socially-sanctioned , armed violence to achieve a political , social , or economic objective . In other words , it is a duel on an expensive scale , a sort of hostile conflicts by means of armed forces carried on between nations or groups

So , war is essentially a political action sought to achieve certain purposes . Yet , it is a peculiar institution . As Wright comments , To some , it is a plague which ought to eliminated to some , a mistake which should be avoided to others , a crime which ought to be punished and to still others , an anachronism which no longer serves any purpose (Wright 3 . Thus , war is the worst unsolved riddle in politics which emanated as soon as man appeared on earth and which is still in vogue in spite of endless efforts to avert it
