University In an effort to address the war against terrorism , the government relies on different agencies whose duty is to advise the president on all matters of domestic and foreign policy and to assist him in matters concerned with national security . These agencies include

The National Security Council which was established by the National Security act of 1947 and amended by the National Security Act Amendments of 1949 and was later placed in the Executive Office of the President

It is chaired by the President and it has both statutory and non-statutory attendees like the Vice President , the Secretary of State the Secretary of the Treasury , the Secretary of Defense and the Assistant President for National Security affairs . Others include the chairman of the Joint Chiefs of Staff being the statutory military adviser to the National Security Council and the Director of National intelligence , the Intelligence adviser

The Council is the President 's major forum which enables him to look into matters concerning the national security and foreign policy with senior national security advisers and cabinet officials . It 's main function is therefore to advise and assist the President on matters concerning national security and foreign policies . Secondly , the Council serves as the President 's principal arm for coordinating the policies among various government agencies

The Staff of the National Security Council has the duty of assisting the President by virtue of providing information and policy advice managing the inter- agency policy coordination process , monitoring the implementation of the President 's policy decisions , offering assistance in crisis management , supporting negotiations with foreign countries articulation of the President 's policies to American and foreign audiences , coordination of legislative aspects of the President 's foreign policy agenda and briefing the congress and managing the president 's foreign policy events which includes the meetings with foreign leaders and foreign travel . The office of Legislative Affairs advises and assists the President and The National Security adviser on all aspects of the United States foreign policy regarding all issues relating to legislation on National Security matters

The Department of Defense (DoD ) is another agency which relies on the Office of legislative Council for legal advise on matters that are concerned with legislation , Congressional testimony and Executive s . It manages the DoD legislative program which includes development , coordination and annual submission of the National Defense Authorization Act . It also coordinates with the White House Office of Management and Budget for clearance of DoD 's legislative proposals views reports and Congressional testimony

The office of the Homeland Security has the mission of developing and coordinating the implementation of comprehensive national strategy to secure the United States from terrorists threats or attacks . It coordinates the executive branch 's efforts to detect , prepare for prevent , protect against , respond to , and recover from the terrorist attacks within the United States .
