Despite the measures taken to contain crime , the rate of crime has been increasing at an alarming rate fueled by factors which still remains controversial . It is still not known why people commit crime . The two approaches which attempt to explain why people commit crimes are classicist approach and positivist approach . Classicist approach assert that individuals have commit crimes out of their will while positivist claim that there

biological and environmental factors which make individuals commit crimes . Therefore while classicist posit that individuals should be punished for their crime , positivist advocate for correction of the convicts . For the last two centuries , the two approaches have shaped the criminal justices system . However , there have been changing approaches in criminal justice system since 1950s with the community policing taking a central role in crime prevention . Although community policing has been effective in reducing blue and to some extent white collar crimes , it has become difficult to prevent victimless crimes since there is no one who is hurt in such a crime except the offender . Our understanding of victimless crime is led by the fact that there is not one who is hurt in the crime except the offender . However this is usually a misnomer because the whole society is hurt by the crime
