Introduction

World War II has often been described as the most destructive enterprise in the history of humanity especially in terms of the material resources and human lives that were invested in the war . The actual date for the beginning of this war has been largely disputed with some scholars relating it to the Japanese conquest of Manchuria in 1931 and others to the Sino-Japanese war that followed in 1937 . But when Germany defeated France in 1940 and began bombing Britain , President Franklin D . Roosevelt persuaded congress to make changes in America 's neutrality laws
