UN MODEL SECURITY COUNCIL EXERCICES Honorary chairperson , ladies and gentlemen of the Security Council , on behalf of the Republic of Italy , it my esteemed pleasure to introduce what we believe to be the most important parameters of governance and human rights . As a proud member of the Security Council and a country which in the middle of twentieth century rid itself of the anti-democratic character of a fascist regime , Italy is in a unique predicament to evaluate the parameters of an index of human rights . In fact , we sincerely believe that our

history and current position as a leader in the promotion of international human rights makes us ideally suited to the task before us today . With a strong democratic tradition and important safeguards for the promotion and protection of numerous fundamental human rights , we relish the task of elaborating upon what we feel should be a common universal standard of rights
An index of human rights should be universal and applicable to all members of the United Nations General Assembly . Accordingly , what we propose today is a common standard of governance and rights available to all . We have eight important parameters which we feel are integral to good governance and the promotion of human rights across a broad scale Political rights are inherent to good governance and the promotion of human rights .
