In to answer this question , the researchers conducted a transition research . This includes determining the possible barriers to effective transition , focusing on the ones with high incident disabilities . They did this by conducting a community survey in the state of Oklahoma . They used online resources to determine possible respondents , as well as online Rehabilitative Resources of Oklahoma . The state was divided into four quadrants , and within each of these quadrants a small school district is selected . The distances from other communities are determined , then using the sheltered workshops and group homes closest to the sample district for contact purposes
The research findings showed that most of the clients are required to have the ability to learn basic self help skills for them to be accommodated to various facilities . Though persons with low incidence disabilities are also being served by these facilities , they prefer those who are able to help themselves initially . Accessing such services are complicated because of eligibility issues . There is a very long list of those who are waiting in line for these services , so in to access a sheltered workshop or group home , it is either the parents provide private funding or wait for quite some time
Distance has also been a factor , as most of the clients would have to commute from their own home , group home or residential facility Transportation must be provided by the clients ' residence or primary caregiver . Previous research showed that the main barriers for transition are geographic barriers to special education delivery , lack of jobs in rural areas , and national shortages of qualified special education personnel . Most of these are related to the findings of this research , though there was no previous mention about the eligibility issues and the long waiting list that interested clients must overcome Lack of jobs in rural areas weren 't that much evident in the research though , so it is barely a factor to the transition process . One big reason that is really present in the research as well as other researches was the geographic barriers . This is because facilities are usually situated so far away from the residential areas in the rural setting which is why the people who need the service of such facilities has to travel from their homes
