Using this , together with the Canada Health Act which is to improve access to dental services for all Canadians that guarantees universal access to health care for all Canadians with principles that includes Public Administration Comprehensiveness , Universality , Portability , and Accessibility , the oral health should be integral to a each Canadian`s overall health and well-being (White Nanan , 2009 .
