An issue that has been troubling the process of assessment for students is one of the primary issues discussed in the article . Local governments , as part of the state adult education programs , fund tools for student assessment and evaluation . The issue is all about the availability , consistency , and efficiency of assessment tests and evaluation procedures as a means of proof of the importance of funding the adult education program in each state . Moreover , positive results from assessment tests and evaluation procedures would reveal the importance of the ongoing development and improvement of ESOL adult students as contributing members of society . The funding for adult education programs in each state is based on the result of student performances , capability in going beyond the standard degree of these results , availability of services such as information management systems that would serve as basis for results and monitoring procedures

The primary use of conducting assessment testing and other evaluation procedures is to provide feedback on student as well as teacher performances . However , aside from them , other stakeholders are also interested in learning about the results of the assessment , such as the educational institution , the local government and private organizations that fund the adult education program and the community as well . A variety of tests has been employed to meet the needs of stakeholders to know about the level and progress of assessment procedures for ESOL students : Test of Adult Basic Education or TABE , Adult Basic Learning Examination or ABLE , Comprehensive Adult Student Assessment System or CASAS , and ESOL Basic English Skills Test or ESOL BEST . To widen the scope of these standardized tests for ESOL students , the word assessment ' is described as a tool in identifying what the learners want , what they already know , and the skills they are capable of doing before , during , and after instruction is carried out . These standardized tests are in the form of placement and diagnostic testing (before instruction ) or achievement tests (after instruction . To understand the structure and content of standardized assessment tests for ESOL adult students , the article enumerates and gives a of each of these tests . The Adult Basic Learning Examination (ABLE ) is an achievement test intended for assessment purposes of native adults who are able to speak in English , however having inadequate education in the formal level .
