IEEE code of ethics lacks specifics , relying instead on general terms such as safety , health , welfare , technical , etc . By not defining and going more specifically into each of these areas , the code is not comprehensive but merely general . While promoting ideas of honest and responsibility is certainly keeping with the concept of business ethics the actual enforcement is difficult without more specificity
