These groups of enforcers are civilians who perform certain functions that complement what the police officers already do Basically , the main role of CSOs is to respond to situations where full police assistance or intervention is not necessary . I know that it is expensive to maintain a huge

number of sworn officers and existence of CSOs makes the matter of law enforcement much cheaper because CSOs are paid less when compared to sworn officers of the law . So , the practical benefit would be that sworn officers will only have to respond to circumstances where full police intervention is required and the CSOs can take over in less serious cases . CSOs also have responsibilities related to crime prevention , investigation , and even basic law enforcement
