The tragic incidents of September 11 , 2001 , radically manifested the ambit of action and effective backlash of terrorism . This scenario made national security and protection of citizens a major concern for the American government . American government took all substantial and accelerated measure to meet the requirements of this crucial period of history . Another measure adopted by the American government is promulgation and enactment of Patriot Act . This Act authorizes law enforcement agencies to take appropriate measure

against any activity of terrorism . Articles by Susan Herman and Richard Posner explain different aspects of the same Patriot Act . Both viewpoints are important to understand the dichotomy that exists within the Act . Susan Herman 's opposes the promulgation of Patriot Act and charges it with the violation civil rights of an individual granted by constitution and cherished American ideals of individual freedom but Posner 's articles provides ample evidence that shows that it has capacitated law-enforcement agencies with necessary tools and powers to disrupt terrorists activities and these agencies remained successful in achieving these objectives
