Management is applied in every domain of work . It carries a grave importance and without it an organization cannot function to its full efficiency and capacity . Previously it was thought that public agencies carry out the agenda of the government with the help of policies , which are applied in an efficient way . This also led to the concept of civil service but from 1920 onwards things started to change as the concept of admisitrationism vanished and managerialism started to take its place because masses began abhorring the red tape and in efficiency coming in the public departments where bureaucracy was running high and inefficiency was the of the day . People became acerbic to the notoriously slow work attitude and competency shown by the public services agents in their respective department , which led to the promotion of managerialism and it mushroomed in leaps and bounds . As managerialism is customer centered , it means that specific needs of the customers are catered instead of offering the same treatment to every one . It applies some basic tools of management such as planning organizing , staffing controlling and budgeting just to make an organization make an organization more effective and efficient .
