programs of Public School 77 , the Lower Laboratory School for Gifted Education However , Mr . Freston enrolled his son at the Stephen Gaynor School , a private school on the Upper West Side because he believed that the education offered by the recommended school was not appropriate for his son
According to the Individuals with Disabilities Education Act , the State should reimburse the tuition of children with disabilities enrolled in private schools should public schools are unable to provide the appropriate education needs of these children . New York City paid Stephen Gaynor School for 2 years but eventually stopped because it opposed Mr . Freston 's decision to enroll his son in a private school without even trying what Public School 77 could offer his son . Mr Freston 's lawsuit was not about money , but of principle . Mr . Freston is very much capable to send his son to the best private school in the world . But Mr . Freston believed that parents of children with disabilities have the right to choose the best school , with the best program , for their children
We have to admit the fact that the right to best education program is a social problem . Normally , the well-off gets the best the not well-off gets the better . This is true for all social problems . The not well-off ones could not afford to provide quality life to their families while the well-off ones have all the means to survive almost all social problems . Where is equality now ? Why can 't everybody experience a win-win situation ? Why are the rich always the winners and the poor the losers ? Social problems should be addressed fairly . No one should be left behind . Everyone must be a winner
