In the three documents presented , the industrialists , Sumner and Carnegie , have showed that reform should come from within the people that would be assisted by the State . This is the means by which social reform could be made . Though they focused on the premise that social reform is needed and could be done through the help of people , they differed on how they would approach the change . Sumner
