In the three documents presented , the industrialists , Sumner and Carnegie , have showed that reform should come from within the people that would be assisted by the State . This is the means by which social reform could be made . Though they focused on the premise that social reform is needed and could be done through the help of people , they differed on how they would approach the change . Sumner

's means argued with the points of Carnegie in a way that Sumner has vowed to place the responsibility on creating enabling opportunities for people in the State and the contract by which everyone is bounded . On the other hand Sumner focused on the wealth of the few to be distributed to the poor in for them to have the chance to join the productive workforce
