According to Tolman (2008 , most people lead their lives according to the expectations of society , which makes it possible to manipulate societal beliefs , so that individuals can be influenced to behave in a certain way . In the aspect of law , this concept is derived from the fact that laws can be used to encourage certain forms of

behavior , and discourage others , depending on the rewards and punishments that are associated with various forms of behaviors . According to Mitnick and Simon (2002 it is therefore possible to enact laws that heavily punish undesirable behavior , and reward desirable behavior , so that people may behave according to the norms of society . For instance , heavily fining drug traffickers deters the rest of society from engaging in the vice . On the other hand , giving witnesses new identities and livelihoods , through the witness protection program , encourages people to expose criminals and rids the society of criminal elements
If I was in a position to enact laws , I would enact laws that focus on two aspects of society .
