needs for elementary and secondary education for its improvement . The Board of Education , in contrast , oversees and governs the programs implemented by the local school districts . The County Offices of Education implements their own educational programs such as building schools , juvenile hall , etc . They also offer managerial and supervisory services to undersized local schools . The county superintendent of schools is the chairman the county office of education . He is also the secretary of the county boards of education the body making policy within a county . The school board determines the local education rules and policies within the boundary as prescribed by the state law .
