Going back to the time of settlement , the people in Israel has no real unity among them . But when crises arise , people with the ability to lead are being called up to help keep justice in the land . These people are the judges - the leaders of the different tribes of Israel in to maintain peace and among the people . These military heroes and leaders do not only lead the people , but they also function as the legal adviser

among the people , tasked to handle any of their legal disputes and arbitrations

Judges during this time does not function just like royalties or a king , that 's why the position cannot be inherited . Their office , we can say , is by appointment , by God which is through a blessing of spirit known as the charisma or the special power . The judges who are called upon by God became their savior from those who wronged them .
