Roger described that the state of empathy , or being empathic , is to perceive the internal frame of reference of another with accuracy and with the emotional components . This capacity enables the other person more freely to experience his or her own feelings and perceptions through greater understanding and acceptance the self becomes more congruent with experience . Rogers defined congruence as a condition of genuineness or realness in the therapist that facilitates the process of the client . In mature people , there will be congruence between the organism (the people can accept the full range of their experience without distorting and avoiding them , they can function without under threat and can think realistically . In Roger 's view , the unconditional positive regard of the client , an acceptant and non- judgmental attitude toward the person , as an important attribute to a process of positive psychological development
The development of cross-cultural communication skills allow human service worker to increase their abilities to provide effective cross-cultural care for client . Service extended must be culture specific . Human service worker must foster effective communication skills and creativity to transfer their skills and knowledge to service One should always assume that there is a significant possibility that cultural differences are causing communication problems , and be willing to be patient and forgiving , rather than hostile and aggressive , if problems develop . In a social situation , intermediaries familiar with both cultures can be helpful in cross-cultural communication situations They can be helpful in translating the substance of both side and the manner of what is said . For instance , they can tone down strong statements that would be considered appropriate in one culture but not in another , before they are given to people from a culture that does not talk together in such a strong way . They can also adjust the timing of what is said and done . Some cultures move quickly to the point others talk about other things long enough to establish rapport or a relationship with the other person . A mediator or intermediary who understands this can explain the problem , and make appropriate procedural adjustments
It is important for human service workers to provide culturally competent care , one must be aware of cultural differences , and have a working knowledge of and respect for people 's history , traditions values , and social organization such as family , community , and political structures
