Chapter one particularly discusses the three arenas of control that is present in the human society . The three societies are the (a )civil society , which naturally refers to the ordinary people who are living in the community who are provided by the law with their rights and their own protection (b )political society , which primarily includes the officials of the government who were given privilege to rule over the civilians and (c )the state society which mainly refers to the central rulership or governance that makes it possible for the law and other aspects of social control to be strongly and effectively applied . These three divisions in the society shows who are given the privilege to rule and who are supposed to be ruled upon . The author of the book referred much on how the three sectors of the society , namely the civil , the political and the state directly affect each other 's existence in the human community

BY doing so , the author continues to relate the three divisions of the society as to how they are controlled by the military forces . During the past years of imperialism , whereas the military force remains to be the strongest force there is that controls the entire human community militarism was rather rampant

The second chapter towards the fifth chapter discusses the transition of governance that happened in Brazil during the 1800 's . From a fully military-based organization of the society , the Brazilian Intelligence System paved the way for a new beginning . Democracy entered as the regime of military control ended . Through the said changes in the system of governance , it is undeniable that the situation gradually changed as to how the society was particularly treated and their rights respected as suggested by the law

From chapters six towards chapter eight , the new responsibility as well as privilege of the military forces to the democratic Brazilian society are outlined...
