Major responsibilities for the Incident Commander include

Performing command activities , such as establishing command and establishing the ICP

Protecting life and property

Controlling personnel and equipment resources

Maintaining accountability for responder and public safety , as well as for task accomplishment

Under the Incident commander , command staff positions are established to assign responsibility for key activities not specifically identified in the

general staff functional elements . These positions may include the public information officer (PIO , safety officer (SO , and the liaison officer (LNO , in addition to various others , as required and assigned by the IC

Chiefs of Staff are responsible for the internal management of the agencies that they represent . They may serve as agency Incident Commanders , in the absence of an Incident Commander

Safety Officers assess safety hazards and unsafe situations , and they have the authority , when necessary , to bypass the chain of command to correct unsafe acts immediately . While the Liaison Officers are the points of contact for assistance and to coordinate activities among agencies . Information Officers are responsible for interfacing with the media . Legal Counsel is appointed to represent the involved agencies and to ensure that legal issues do not impede response effectiveness Investigations Officers determine cause and responsibilities as required
