The people of Iraq are trying to build a new egalitarian society based on democracy . But it does not seem to be easy because they must overcome terrorism establish law and , reconstruct their infrastructure and economy and end foreign influence . To stand up to all these challenges and establish a proper democracy , they have to depend exclusively on the revenues from

The present constitution of Iraq came into force on October15 , 2005 when people of Iraq approved it through a referendum . The Iraqi constitutional committee prepared the draft of the constitution which replaced the Law of Administration for the state of Iraq for the transitional period (TAL . On September 25 , 2006 the Iraqi parliament approved a constitutional review committee to decide whether any amendments should be made to the constitution or not . Some of the basic principles of the Iraqi constitution , which are enumerated in the chapter one , are independence of the nation , federal structure , and a democratic and representative republic . So it is very clear that the authors of the constitution wanted a federal system of government in Iraq . One of the most import characteristics of the federal system is the division of powers between central governments and its counter parts in different regions . In other words , in a federal system , the regions have full power and authority over the areas which are set apart for them by the constitution . Generally , in most of the cases , the division of power between centre and states makes the former a weak one According to Chapter-I of the constitution , Iraq has opted for a federal system of government in which the regions are not the creations of the central government but are partners in the administration of the country , which makes the central government considerably weak Chapter-III of the Constitution divides the federal government into four distinct branches : executive , legislative , judicial , and independent associations

On the basis of elections in 2005 , a new government was formed in Iraq in May 2006 . But most of the members of the cabinet are very inexperienced . Out of 46 members in the cabinet , only eleven have any previous experiences in serving the cabinet . The council of ministers is not working but as a collection of separate ministries . Moreover , they do not harbor similar views in most of the national issues , and tend to differ in their opinions . Cooperation and collaboration are very essential in working of a successful national government . These two factors , i .e . inexperience and lack of cooperation among one another have played a major role in the failure of governments to deliver goods Moreover , many of the ministers in the cabinet are `outsiders ' i .e persons who spent most of their time in other countries during Saddam Hussain 's regime .
