It is entrenched in the structural and cultural context within which groups interact . It does not take place in a social or cultural vacuum to a certain extent , it is a socially situated , dynamic process , concerning context and actors , structure , and agency . Ethnoviolence appears within a network of enabling norms assumptions

, behaviors , institutional arrangements , as well as policies which are structurally connected in such a way as to reproduce the racialized and gendered hierarchies that describe the society in question . It is one of the five interconnected faces of oppression by which Mark S . Hamm (1983 ) characterizes the experiences of minority groups . Oppressive violence is nested within the complex of exploitation , marginalization , powerlessness , plus cultural imperialism The first three of these mechanisms reveal the structural and institutional relationships that confine opportunities for minority groups to express their capacities and to contribute in the social world around them . It is the processes and imagery linked with cultural imperialism that supports these practices ideologically . Together structural exclusions and cultural imaging leave minority members susceptible to systemic violence , and particularly ethnoviolence
The U .S . historical experience with racism and ethnic conflict has been profound and unique . On the one hand , the legacies of slavery officially sanctioned segregation , and prejudice against new immigrants have left deep wounds . The recent riots in Los Angeles over police brutality against blacks reveal the seemingly ineradicable tensions . On the other hand , the United States has absorbed more ethnic groups than virtually any other country , leading to unusual ethnic diversity and pluralism and many minorities have made political and legal gains in recent decades . The American experience is a combination of hope and conflict The nation no longer witnesses the widespread racial lynching that plagued the land in the heyday of the Ku Klux Klan (1870-1930 theless , various types of "hate crimes " directed at minorities in neighborhoods and campuses have apparently surged in recent years . The most extreme incidents involve hate-inspired killings or beatings . In Portland , Oregon , in 1988 a white hate group , acting with the encouragement of a Klan leader in Los Angeles , attacked and killed an Ethiopian resident alien . In 1989 someone sent bombs through the mails to selected targets in the South . In both cases , the culprits were eventually apprehended and charged (Southern Poverty Law Center 1991 :3 .Unfortunately , although there are numerous state and local laws against hate-inspired violence and acts against persons and property , government agencies have not compiled the data needed to authoritatively assess trends in this area and the effectiveness of law . The federal government 's Uniform Crime Reports have never monitored crimes generated by racial animus per se , nor (until very recently ) have the crime reporting systems of the states .
