department such as the police , would target individuals belonging to a certain racial community bound to suffer from discrimination or abuse in that particular region or nation In the US , racial profiling is mostly inflicted on African-American Hispanic , Moslem and Asian communities . Studies have demonstrated that following the September 11 Attacks , racial profiling has been increased on individuals belonging to Moslem and South-East Asian Communities Earlier , the African-American Communities were subjected to high amounts of racial profiling . The police , who would be conducting the racial profiling , would be using their powers to subject the individual to racial abuse . They would not be using the legitimate factors to come to a conclusion that the individual belonging to a particular racial group is more often involved in crime . One of the questions that are frequently asked is whether anti-discrimination laws are an effective strategy to curb racial profiling amongst law enforcing personnel . It is important to note that racial profiling violates antidiscrimination laws . However , it is also essential that an effective enforcement procedures exists so that such violations are handled . The individuals guilty of racial profiling should be punished and such ugly events are prevented in the future . Using certain guidelines whilst handling individuals belonging to minority groups is essential . These include having an idea of the antidiscrimination laws being aware of the attitudes , behavior , and values of the ethnic groups using staff members who belong to the same minority groups to handle such individuals having greater amount of dignity and respect for minority groups and also keeping in mind that racial discrimination is also a form of crime (and cannot be utilized to handle another crime

Racial profiling can be conducted by governmental agencies or by private agencies . However , racial profiling is a very complex issue , and the manner in which it is conducted , the reasons for it to be conducted etc , may be very difficult to understand . In several places in the US police officers when interviewed , said that minority groups were more frequently involved in drug trafficking , and this gave the police ample amount of justification for conducting search procedures . In several instances in the past , the police department has given s to the police officers to conduct search procedures in the vehicles belonging to all Hispanics and African-Americans as they are found more frequently involved in drug trafficking .
