The United States of America was the first country to adopt this system in 1778 where in its constitution system , the President is more powerful and is directly elected by the people , and he or she sits both as the head of state and government . Currently , US and UK are perfect examples of different systems of governments , US adopts Presidential and Parliamentary systems which are documented in the constitution while Britain 's constitution largely remains unwritten and unmodified as well (Dworkin , 2006
Following the US 's system , other countries have since then tried to adapt to the system , and this has led to the witnessed hybrid systems with mixed features of Parliamentary and Presidential systems resulting to both the President and the Prime minister as well . And one perfect example of such a hybrid system is the French Fifth Republic in its constitution , the division of power between the president and the prime minister is formally documented in the constitution . However , its system operates in such away that , the balance of power between the president and the prime minister is determined by the personality , as well as the relationship between the incumbents , the political support their parties and themselves enjoy and events as well (Almond , et al , 2008
The Fifth Republic came as a result of the criticism of the constitution of the Fourth Republic , claiming that parliament was too much empowered with regard to an effective government , and thus this fifth republic is meant to bring a new constititution whereby the stage for new executive leadership is set with rules in the constitution which gives the executive greater power than the legislative . The constitution formally accepts the division of power between the president and the prime minister within the executive and the president will only be granted powers to specific areas like foreign affairs and defense policy (Dahl 2006 . According to Robert Elgie a literal reading of the constitution would give the impression that there should by prime ministerial leadership , while the constitution states the prime minister is head of government and he or she is the one who determines and conducts the nation 's policies
