The proposed law to allow for the importations of papaya from Colombia and Ecuador stemmed from the requests of the national Protection Organizations of both Colombia and Ecuador to the Animal and plant Inspection Service (APHIS ) to amend the regulations prohibiting and restricting the importations of fruits and vegetables into the United States from specific parts of the world , to avoid the introduction and propagation of plant pests that are not widely common or are new in

the United States , under regulations Subpart-Fruits and Vegetables (7CFR 319 .56-1 through 319 .56-48 (Billing Code : 3410-34-P Department of Agriculture

In response to this request , the Center for Phytosanitary Excellence in Colombia , under the auspices of APHIS arranged pest risk assessment (PRA ) for both Ecuador and Columbia for evaluation and reference for the proposed importation law . The PRA findings reveal s that three pests present in Ecuador of quarantine significant namely the American fruit fly , the medfly , and the fungal pest Phoma caricae-papayae . Decisions and public opinion and comments on the matter are therefore solicited
